The Department of Water Resources operates and maintains the State Water Project. The department also provides dam safety and flood control services, assists local water districts in water management and conservation activities, promotes recreational opportunities, and plans for future statewide water needs.

DWR's mission is "to manage the water resources of California in cooperation with other agencies, to benefit the State's people, and to protect, restore, and enhance the natural and human environments."

The District has no contractual relationship with DWR, nor does the state provide water to the District.
